Mexico Suspends Orca Swimming – The Full Story and Where to See Them Ethically

A few months ago, I got extremely lucky when 15 wild orcas approached our boat in La Ventana, Mexico, and our marine biologist guide gave us permission to get in the water and swim with them. This was during Mexico’s one-year experiment with regulated orca tourism from April 1, 2025 to July 31, 2026. But now that experience is on hold—and the reasons why say a lot about the complicated reality of responsible wildlife tourism.

I was extremely lucky to be able to swim with a pod of orcas in La Ventana, Mexico during the trial period for orca swimming

I had no idea that privilege had an expiration date for everyone, however yes, I do know that sharing my experience to the wrong type of travelers probably contributed to irresponsible tourism there. But before you jump to conclusions when you see headlines like “Mexico bans orca swimming,” let me explain the facts, now that I know them.

Because this isn’t quite the story of Mexico suddenly deciding that swimming with orcas is bad and banning it. It’s actually the story of an extremely popular wildlife experience that went largely unregulated for years, exploded because of social media, finally got some serious rules in 2025, and was essentially given one year to prove that humans could behave themselves.

You can probably guess the answer to that last statement…

(Quick Disclaimer: Yes, I am a “travel influencer” however I am also one of the most experienced solo female travelers in the world, an animal activist who promotes responsible tourism, and I have a Bachelor of Science degree in Animal Science, along with several years working as a veterinary technician, and even more working with wild animals. When I post animal encounters, they ALWAYS promote responsible encounters and all the rules and regulations, so it is up to the reader/viewer to make responsible decisions.)

First, Yes, I Actually Swam With 15 Wild Orcas

I already wrote an entire article about this experience, so I’m not going to make you read the same story twice. The short version is that I went to La Ventana in Baja California Sur in April 2026 hoping to see some of the incredible marine life that makes the Sea of Cortez one of my favorite wildlife destinations in the world.

To be clear — I was well aware that there is no such thing as an “Orca Tour”. The captains don’t text the orcas in advance and schedule an appearance for your entertainment. They come when they want, and you should be grateful for any sea life you get to see there anyway!

We had booked three days of Sea Safari’s and were excited just seeing dolphins and humpbacks, even a rare Bryd’s Whale. April wasn’t supposed to be prime orca season, so realistically, our chances weren’t great, and we didn’t get our hopes up.

Then on the second morning our captain got a tip from a local fisherman, and suddenly, he spotted a dorsal fin. Then another, and another, and before long, there were around 15 wild orcas surrounding our boat.

I’ve traveled solo to 150 countries and all seven continents, and I’ve had more incredible wildlife encounters than I can count. I’ve been around gorillas in D.R. Congo and Uganda, I swim with sharks as a hobby, I’ve waddled with penguins in Antarctica, and spent a ridiculous amount of time voluntarily putting myself in situations that make normal people ask me, “But…why?”

Still, nothing really prepares you for seeing an orca underwater.

Our guides didn’t immediately yell, “Everyone jump in!” because that’s not how this was supposed to work. They watched the pod’s behavior first, assessed what the animals were doing, and determined whether entering the water was permitted under the regulations.

When we eventually got the green light, we entered quietly and followed the instructions we had been given. Don’t chase them, don’t touch them, don’t dive toward them, and don’t make sudden movements. Basically: don’t act like an idiot around a six-ton apex predator.

Seems reasonable.

I slid into the water, and almost immediately out of the dark blue abyss, I watched the adorable black-and-white face of an orca come straight towards me. It easily dove down to glide underneath me with almost no effort, and was followed by all the others. The entire pod had circled us and then swam off. I didn’t reach for them or swim after them because the entire point was that they decided whether they wanted to come near us.

After maybe 10 minutes, the pod moved on, and so did we. I cried when I got back onto the boat, because apparently that’s what my body does when my brain has no idea how else to process something that extraordinary.

It was easily one of the greatest wildlife experiences of my life.

So Did Mexico Actually “Ban” Swimming With Orcas?

This is where the story gets more complicated.

In July 2025, Mexico’s Secretariat of Environment and Natural Resources, SEMARNAT, published its first formal management plan specifically governing observation and swimming with orcas in the La Ventana region of Baja California Sur.

The Plan de Manejo Tipo para Orcas, or PMTO, wasn’t intended to be permanent. It was created for the 2025–2026 season, running from August 1, 2025 through July 31, 2026, as essentially a one-year experiment in whether this rapidly growing tourism activity could actually be controlled.

That distinction matters.

The regulated season wasn’t an indefinite green light to swim with orcas. It was a management period with a defined end date, after which authorities could evaluate what happened and decide what came next.

That period has now ended.

So for anyone planning to make their Free Willy dreams come true, now is not the time, and Mexico is not the place.

And frankly, I think it’s important to understand why.

Before 2025, La Ventana Was Basically the Wild West-Sea

An orca passes by a boat in La Ventana Mexcio
Image over 35 boats chasing and surrounding the orcas, that’s what it was like before the new regulations!

Before the management plan, the popularity of orca tourism around La Ventana had increased dramatically, particularly as videos of swimming with wild orcas began circulating on social media, many of which had no context or warnings to keep it responsible.

There weren’t specific formal regulations governing these interactions the way there were for some other wildlife tourism activities. Responsible operators developed their own standards, but there were also boats chasing pods, inexperienced tourists entering the water, and increasingly large numbers of vessels converging when someone found orcas.

Basically, everyone discovered the same incredible thing at once, and then everyone wanted a piece of it.

This is one of the uncomfortable consequences of travel becoming increasingly driven by social media. Someone posts an unbelievable wildlife encounter, millions of people see it, and suddenly an experience that used to attract a handful of serious wildlife enthusiasts becomes a bucket-list item.

More tourists mean more money for local captains, guides, hotels, restaurants, and communities, which isn’t inherently bad. In fact, wildlife becoming economically valuable alive and protected can be an incredibly powerful conservation tool.

But more tourists also mean more boats, more competition, more inexperienced operators, and more pressure to deliver the encounter people paid for. Eventually you have someone who paid thousands of dollars for a trip telling a captain, “Come on, just five more minutes.”

That’s where things start getting messy.

When Mexico Finally Created Actual Rules

The 2025 management plan was a serious attempt to fix the chaos in the Sea of Cortez.

For the first time, SEMARNAT created specific regulations governing who could conduct orca encounters, how boats could approach, how many people could enter the water and—most importantly—what the orcas needed to be doing before anyone was allowed to swim with them.

Among the rules:

  • A maximum of 24 authorized boats per day could operate in the designated zone, with scheduled four-hour operating periods.
  • Boats had to be under 10 meters long and properly permitted.
  • Boats initially approached at 100 meters, waited at 60 meters, and could move closer under specific conditions rather than simply charging toward a pod.
  • No more than four swimmers plus one guide from a boat could be in the water at once.
  • A maximum of two boats could interact with a pod at the same time.
  • In-water encounters were limited according to time and behavioral conditions.
  • Swimming wasn’t allowed when orcas were resting, traveling at speed, or hunting large prey.
  • Swimming could only occur under defined behavioral circumstances, including socializing or feeding on certain smaller prey.
  • Touching, feeding, chasing, scuba diving, and motorized propulsion devices were prohibited.
  • Operators were required to have permits, trained personnel, safety equipment, identification, and to report encounters.

The regulated area covered roughly 110,906 hectares around La Ventana Bay, the Cerralvo Channel, and neighboring communities. Importantly, it applied to a defined geographic area rather than magically creating one universal orca-tourism law for every inch of Mexico’s coastline.

Were the regulations perfect? No, but compared with what existed before, they were a massive improvement.

I Experienced the Regulated Version

An orca swimming near two women in Mexico
We patiently waited to see if the orcas would come to us, and they did! We did not chase them down.

I visited in April 2026, well into the pilot period, and the operator I went with had a marine biologist onboard. That made a huge difference.

Someone wasn’t just asking, “Can we get a good video?” Someone was watching the animals and asking, “What are the orcas actually doing?”

There’s a pretty important difference between those questions.

Our guides assessed behavior before allowing us into the water. They controlled when we entered, how we behaved, and when the interaction was over, regardless of whether someone wanted another photo or five more minutes.

That is what responsible wildlife tourism is supposed to look like. The animal sets the terms, not Instagram.

But Here’s the Problem: Not Everyone Follows Rules

Unfortunately, creating rules and getting humans to follow them are two completely different accomplishments.

Even while we were there, I could see other boats behaving differently. Boats stayed around the pod longer, there appeared to be too many people entering the water in certain situations, and some captains seemed considerably more interested in maximizing their guests’ experience than minimizing their impact on the animals.

And I understand how that pressure happens.

Imagine someone has flown halfway around the world, paid thousands of dollars, booked several days on the water, and still hasn’t seen an orca. Then, on the final afternoon, a pod finally appears.

The rules say the encounter is over, but the guest says, “Please. Five more minutes.”

What does the captain do?

A responsible captain says no. But money, tips, reviews, social media exposure, and competition have a funny way of making extremely clear rules suddenly seem open to interpretation.

And that, to me, is the heart of this entire debate.

The problem isn’t necessarily that responsible wildlife tourism can’t exist. The problem is that rules only work when people actually follow them.

I Also Have to Acknowledge My Own Role in This

  • Anyone else have a bunch of random currency from various countries all over the place? What do you do with it all??

I started using a cheap coupon organizer to keep track of it all, especially since I repeat many of the countries I go to, and it has been so much easier that just a bug wad of colorful bills!

If I know I likely won’t return to a country, I usually give the cash away though, or keep a small bill as a souvenir!

Never would have guessed my fanciest most valuable wallet would be the $5 one that stores priceless memories from 155 countries! (Well I don’t have cash from all of them, maybe just 50, but still!)

What’s your most valuable priceless possession?

  • Questions literally no one has ever asked about making 'smores or likely at the Darvaza Gas Crater (AKA "Door to Hell") in Turkmenistan.

((Comment "crater" and ill send my full blog post about how to go here! I've been twice now,))

This is a massive crater that collapsed in the desert when people were drilling for natural resources decades ago. Someone thought it would be smart to light it on fire, and it has been burning non stop ever since...

Rumors are it will close down soon for the gov to sell the gas, so go see it while you can! Or join one of my group adventures there!
  • When life brings you to the Door to HɛIl, roast some marshmallows, throw a dance party with friends, strap your seat belt on tight, and HOLD ON for a wild ride out of there! ...both figuratively and literally.

This is the famous Darvaza Gas Crater in Turkmenkstan, Aka the "Door to Hɛll". I went here solo last year and then recently brought my Travel Tribe which was waayyyyyy more fun...perhaps too much fun!!

First of all, I've never seen people enjoy that minivan Mario Kart race through the barren desert before 😂 or thought anyone would be down for Turkmen beer roadies.

Then the looks on all of their faces when we drove up to the gas crater at night made the journey not only worth it but priceless!

We then proceeded to have an aggressive game of UNO (a must on our adventures), too much Turkmen wine (that's similar to port) and a very uncomfortable sleepover in yurts with "Chanel" and "Versace" bedding. IYKYK.

Also, can't believe I found marshmallows there, or that one of the guides just lit a hole on fire to roast them, but the smell of gas was very unappetizing so they were not consumed (by me).

FYI everyone is still saying the Darvaza Crater will be extinguished soon so the gov can capture the gas to sell, so go see it while you can, if you're up for a truly wild adventure!!

More wild and weird stories from our 5 Stans Group Adventure coming soon! 🤪

  • Tajikistan is one of the 5 "Stans of Central Asia" and the one that most people looked at me with confusion when I list off the names of them!

But it's not surprising, since it only became an independent country in 1991 after the dissolution of the Soviet Union. Drop me a comment if you have questions about the geopolitics there today 😁

Traveling through Tajikistan felt like a truly unique and authentic experience, especially in the local markets and towns, since not many American citizens venture there (so we were told).

The first thing we noticed in Panjakent was that the women all had super sparkly hijabs and clothing...so we went straight to the bazaar and bought the same! We got a lot of smiles and thumbs up after that!

We then explored the 7 Lakes of the Fann Mountains, getting there early before the day trip groups, and experiencing the lakes all to ourselves while avoiding traffic jams on cliffside roads that aren't for the feint of heart!

If you do the "5 Stans", definitely do more than a day trip to Tajikistan!

And if you dont want to figure out the crazy logistics for all 5 yourself, sign up for our waiting list for the next ones with @mylifesatraveltribe

BTW the kids are yelling "Tajikistan the best!" and permission was asked to make the video...even though they video-bommed me 😂💖

Kyrgyzstan is a gem for those who love pristine nature and unique well preserved cultures!

The Golden Eagles are a staple of ancient nomadic culture here, and today are showcased in the National Parks and other areas to keep their culture alive and educated about! These giant birds were used to hunt and as status symbols, and are like family members to the owners!

Is Kyrgyzstan on your to-go list?

This is where I have to turn the camera around for a second.

I write about travel for a living. I show people extraordinary places, and a lot of times, people go to those places because I showed them.

That’s literally the job. That’s how I make my income.

But wildlife content has always made me particularly careful because animals aren’t hotels. They don’t benefit simply because a Reel gets a million views, and they certainly didn’t consent to becoming the next trending travel experience.

When people started asking me how they could recreate my orca experience, I intentionally didn’t make it ridiculously easy.

I wrote extensively about the rules and disclaimers. I emphasized that sightings were never guaranteed, that getting into the water was never guaranteed, and that whether you entered should depend entirely on the animals’ behavior.

I also didn’t publicly blast the operator’s information to everyone who watched the video. I required people to read my information first and then contact me directly if they were seriously interested, so I could explain the guidelines and point them toward an operator I trusted.

I was trying to create an extra layer of friction, because if someone couldn’t be bothered to read a few paragraphs about protecting the orcas, maybe they shouldn’t be getting into the water with them.

Still, I have to acknowledge that I contributed to promoting the experience.

I can put disclaimers on a post, tell people to choose responsible operators, and explain that wildlife comes first. What I can’t control is what someone does after they see a 15-second video.

And I think that’s something those of us who make travel content need to talk about more.

Sometimes responsible travel isn’t just about telling people where to go. Sometimes it’s knowing when not to tell everyone exactly how to get there.

So What Happens to La Ventana Now?

The one-year 2025–2026 pilot has expired, and the experience as it existed during my visit shouldn’t be treated as currently available while authorities determine the next regulatory framework.

That could ultimately mean new rules, stricter rules, or a longer-term prohibition on swimming. Conservation advocates have been warning for years about disturbance, boat pressure, and the potential consequences of poorly controlled interactions, while responsible local operators have argued that tightly managed wildlife tourism can support conservation and local livelihoods.

I can see both sides because I literally watched both versions happening in front of me. I saw what responsible interaction looked like, and I saw why regulators might conclude that relying on everyone to behave responsibly isn’t enough.

For now, my advice is extremely simple: don’t try to find a loophole and respect the rules.

If swimming with orcas isn’t currently authorized in La Ventana, don’t start messaging random captains asking who will quietly take you anyway. Don’t go 30 miles down the coast because TikTok told you the regulations technically don’t apply there.

That’s not responsible tourism. That’s shopping for a technicality.

And if your dream is genuinely about seeing orcas—not collecting a video of yourself next to one—there are some incredible alternatives around the world.

Where You Can Still Responsibly See Wild Orcas

The good news is that La Ventana doesn’t own the world’s orcas.

You absolutely do not need to get into the water to appreciate how extraordinary these animals are. Watching a six-ton wild animal surface next to a boat, hearing it breathe, and seeing an entire family moving together across the ocean is spectacular whether you’re wearing a snorkel or a winter coat.

So if seeing wild orcas is one of your bucket-list wildlife experiences, these are three places I’d consider.

1. Vancouver Island and the Salish Sea, Canada

Best general season: May through October

British Columbia is one of the world’s most famous destinations for seeing wild orcas, but it’s also a perfect example of why “orca” doesn’t describe one interchangeable population.

The waters around Vancouver Island and the Salish Sea are used by different ecotypes, including critically endangered Southern Resident killer whales and Bigg’s killer whales, sometimes called transients.

Canada has increasingly strict protections around the Southern Residents. For the 2026–27 period, vessels are required to remain at least 1,000 meters from Southern Resident killer whales, while the general approach distance for other killer whales is 200 meters. There are also speed restrictions and vessel-restricted zones designed to reduce disturbance.

In other words, Canada isn’t selling you proximity. It’s protecting it. And that’s exactly the mindset I’d look for when choosing a wildlife experience now.

You might see orcas, humpbacks, sea lions, seals, porpoises, or absolutely nothing you expected. Welcome to wildlife travel.

2. Monterey Bay, California

Best time for particularly dramatic orca activity: Spring, although wildlife viewing occurs year-round

Monterey Bay is another destination where the ocean is basically showing off.

The Monterey Bay National Marine Sanctuary is extraordinarily biodiverse, with whales, dolphins, sea otters, seals, and other marine life present throughout the year. Orcas can also appear, including during periods when migrating gray whales and their calves move through the region.

And sometimes nature gets brutal.

Orcas are apex predators. Watching them hunt isn’t a Disney movie, and anyone who wants to see wild animals should probably accept that wild animals occasionally do extremely wild-animal things.

Responsible whale-watching guidelines here emphasize keeping distance, never pursuing whales, reducing vessel speed, minimizing sudden movements, and limiting observation time.

3. Northern Norway

Best general season: November through January

If Mexico was the tropical version of my orca obsession, Northern Norway is the Arctic version—and this one is completely ridiculous in a different way.

During winter, orcas and humpback whales follow herring into the fjords of Northern Norway, creating one of the most spectacular seasonal concentrations of whales.

I’ve traveled here myself, and there is something almost prehistoric about standing on a boat during polar night while enormous dorsal fins slice through black Arctic water.

It’s freezing, it’s dark, and your frozen eyelashes may question your life choices. Then an orca surfaces beside the boat and suddenly nobody cares that they can’t feel their toes.

The Tromsø and Skjervøy region has become particularly famous for winter whale tourism, although exactly where the animals congregate can change as the herring migration changes. That’s another reason to choose experienced local operators who understand that they’re tracking a natural ecosystem, not driving to a permanent orca address.

And yes, I run group expeditions to Norway that include this type of experience, so I’m obviously not pretending I’m a completely neutral observer here. But I also have no problem telling people that wildlife is never guaranteed, because wildlife should never be guaranteed. I also limit this type of trip to only eight people or less.

Responsible Tourism Has to Mean Being Willing to Miss Out

mexico suspends swimming with orcas

There’s a phrase people use constantly in tourism now: responsible travel.

It looks great in a caption. It’s considerably less convenient in real life, but it’s extremely necessary.

Responsible wildlife tourism sometimes means spending thousands of dollars and not seeing the animal you came for. It means your guide saying no, staying on the boat when somebody else got into the water yesterday, or watching through binoculars instead of getting the close-up photo.

And sometimes it means an experience you’ve dreamed about is no longer available because authorities decided the risk to wildlife outweighed our desire to experience it.

That’s not always fun, but conservation isn’t supposed to revolve around whether tourists are disappointed.

What I Hope Happens in Mexico

Personally, I would love to see La Ventana become an example of how extremely controlled wildlife tourism can work.

I’d love to see stronger enforcement, fewer boats, highly trained guides or marine biologists, meaningful penalties for operators or tourists who break the rules, strict behavioral criteria, and a system where nobody—tourist, influencer, photographer, or captain—gets special treatment.

I’d also understand if the evidence ultimately shows that swimming shouldn’t continue.

The question shouldn’t be, “How do we keep letting tourists do this?” It should be, “Is there a way for tourists to do this without meaningfully harming the orcas?”

Those sound like the same question. They’re not.

One starts with preserving the tourism product. The other starts with preserving the animal.

And if we’re actually serious when we use phrases like “responsible wildlife tourism,” the animal has to win every single time.

Also if you’d like to use my shipping link, please comment “rich bc”!
  • Sneaky fabulous way to see Registan Square in Samarkand before it opens: book this photoshoot!

((Comment Samarkand to get sent my full Uzbekistan travel guide plus the contact info for this photoshoot!))

Various colors, jewelry, and masculine costumes available as well! Cost is around $47 for the outfit, photos, and a video!

Highlight is definitely "flying" around Registan Square, and you really have to run to get those videos!! 😂

Is this on your bucketlist??

BTW the kids are yelling "Tajikistan the best!" and permission was asked to make the video...even though they video-bommed me 😂💖
  • Samarkand the second time was even more magical! Since I went here last year, they’ve now started doing these “flying dress” photoshoots at Registan Square for around $67, which was definitely worth it!

Go super early (6:30-8) to avoid anyone in your photos AND to avoid annoying other travelers trying to take photos 😬
